Algolab Raster to Vector Conversion Toolkit is a program with a pretty self-explanatory name - it lets you turn raster images into vector graphics. It can be used by designers and illustrators.

The interface of the program is dull and uncomplicated; images can be imported with the help of the file browser ('drag and drop' is not supported).
