Bassline WinPopUp is a pure peer-to-peer instant messenger running in Windows 95/98/Me/NT4/2000/XP/2003. Peer-to-peer means that it doesn't require dedicated server or address book setup.

Right after installation, you can exchange versatile messages with your coworkers in your office. As its title says, it is fully compatible with Microsoft WinPopup or net send. It uses not only Computer/User/Workgroup name but also IP address and Email address.
